1/31/79 AC 150/5900-1B <br />(1) Study designs to establish the framework and detailed work <br />program for system planning projects (see Appendix 4). <br />(2) Inventories of information related to the planning effort <br />including data on airports, airspace, aeronautical activity, environmental, <br />land use and ground transportation planning, socio-economic factors, and <br />financial resources. <br />(3) Forecasts of air carrier, commuter, air taxi, general aviation <br />and military operations, aircraft mix, based aircraft, enplaned passengers <br />and air cargo, and ground transportation activity including airport access <br />and complementary ground transportation modes. <br />(4) Capacity analysis of airport systems based on individual air- <br />field, terminal area, and access systems. <br />(5) Capacity analysis of airspace based on air navigation aids, <br />communication facilities, and natural or man-made obstructions which affect <br />the use of airspace. <br />(6) Determination of airport needs including analysis of the <br />suitability, expansion possibilities, and accessibility of existing airports; <br />the general location and requirements of new airports; and the analysis of <br />the compatibility of airport locations with land use, surface transportation, <br />general environmental concerns, and other comprehensive planning efforts. <br />(7) Analysis of alternative airport systems including economic <br />feasibility and sensitivity analysis and based on the evaluation of costs <br />and the practicalities of various components of the plan when reviewed in <br />its overall form. <br />(8) Recommendation of airport system development for each planning <br />period and airport (new and existing) and in sufficient detail to allow for <br />the preparation of NASP forms including preliminary estimates of length, <br />strength, and number of runways; major operational and terminal facilities; <br />and related cost estimates for the recommended development. <br />(9) Schedules of plan implementation describing the timing of <br />airport land acquisition and construction and based on aviation demand <br />forecasts. <br />(10) Public hearings, public information sessions and publications <br />necessary for adoption, or promotion of the plan, and coordination activities <br />as required (see AC 150/5050-4, Citizen Participation in Airport Planning). <br />(11) Financial planning covering the broad financial actions which <br />will be required to implement the recommended plan. <br />Chap 1 <br />Par 5 <br />5 <br />
