AC 150/5900-1B 1/31/79 <br />(12) Provide data for the preparation of all currently required <br />NASP forms for airports meeting NASP criteria. <br />(13) Administration of system plan projects based on reasonable <br />direct and indirect costs incurred by sponsors and on guidelines set forth <br />in Appendix J of FAR Part 152 (see Appendix 4 of AC 150/5100-10). <br />(14) Printing of system plan documents including reimbursement for <br />a maximum of 20 copies of preliminary, interim, and drafts of final reports; <br />1,000 copies of condensed final reports for public consumption and 50 copies <br />of technical versions of final reports. (The printing of extra copies will <br />be allowed if adequate justification is provided.) <br />b. Master Planning Studv Elements. Master planning grants will cover <br />reasonable costa associated with the following study elements and activities: <br />(1) Study designs to establish the framework and detailed work <br />program for master planning projects (see Appendix 4). <br />(2) inventories of information and data relative to the airport <br />including historical information, aerial photo surveys, data on aviation <br />activity and existing airport facilities, and information on areawide <br />planning efforts. <br />(3) Forecasts of all facets of aeronautical activity including <br />passengers, air cargo operations, based aircraft, aircraft mix, and ground <br />access demand. <br />(4) Demand/capacity analysis of an airport's airfield area, <br />airspace, terminal areas, and access facilities to provide a basis for <br />determination of facility requirements and feasibility. <br />(5) Facility requirements determination to establish a list of <br />requirements for items such as the length, strength, and number of runways; <br />number of gates; areas of aprons; square footage of terminal buildings and <br />cargo buildings; navaids; number of public and employee parking spaces; and <br />airport access facilities to provide a basis for feasibility, site selection, <br />and concept studies. Safety items should be a primary consideration in the <br />determination of facility requirements. <br />(6) Alternative solutions and concepts designed to meet the <br />facility requirements should be considered. Alternatives can range from <br />"doing nothing" to consideration of other airport layouts or even different <br />site locations. <br />(7) Consideration of the environmental effects of proposed airport <br />development.
