1/31/79 AC 150/5900-18 <br />alternatives. In November 1978, the Council on Environmental Quality <br />issued a regulation which specifies procedures and responsibilities for <br />complying with the National Environmental Policy Act of 1969. These <br />environmental procedures differed from those which had been in use in the <br />FAA since October 1976. Detailed information on current requirements <br />can be obtained from the FAA field office. <br />(8) Site selection studies for new airport locations based on the <br />study of airspace, environmental factors, community growth, airport access, <br />availability of utilities, land costs, and engineering factors which affect <br />site development costs. <br />(9) Airport layout plans (ALP) establishing dimensioned layouts of <br />existing and future runways, taxiways, aprons, terminal areas, approach zones, <br />and air navigation facilities. <br />(10) Land use planning can include both the area within and outside <br />the airport boundaries. <br />(i) Land use planning within the boundaries of the airport is <br />considered a principal part of the normal master planning process. <br />Generalized land use planning can be accomplished under the PGP, but detailed <br />developmental plans are accomplished under individual development projects <br />(ADAP). Guidance for this effort is contained in AC 150/5070-6. <br />(ii) Off -airport land use planning consists of examining the <br />impacts of the operation of an airport on the surrounding areas and deter- <br />mining actions which can be used to gain or maintain airport -community <br />compatibility. This planning is best accomplished on a cosponsor basis <br />between the airport owner and the affected jurisdictions or an areawide <br />planning organization. In the event cosponsor arrangements prove impracti- <br />cal, other alternatives such as memorandums of agreements may be allowed on <br />a case -by -case basis. Guidance for this is contained in AC 150/5050-6, <br />Airport -Land Use Compatibility Planning. <br />(11) Airport Noise Control and Land Use Compatibility (ANCLUC) plan- <br />ning has the overall goal of reducing as much as possible adverse aircraft <br />noise impacts. This planning includes consideration of noise control actions <br />such as the use of operational controls (e.g. flight path changes, preferen- <br />tial runways) and/or off -airport land use options. These studies require <br />input for the airport sponsor, local governments, airport users, the public, <br />and the FAA. Further information on ANCLUC studies should be obtained from <br />the local FAA field office. <br />(12) Terminal area plans for the overall terminal complex and for <br />components within that complex such as terminal buildings, cargo buildings, <br />gates, hangars, shops, service buildings, motels, automobile parking, <br />entrance roads, service roads, and fire -rescue buildings. These plans are <br />limited to conceptual studies and drawings which include the dimensioning of <br />overall layout plans, design considerations for the handicapped, height <br />limitations, and schematic drawings of building profiles. <br />Chap 1 <br />Par 5 <br />7 <br />
