The steps involved in the application process for planning <br />grant projects include preapplication conferences between applicants and <br />the FAA, preparation of applications, approval of applications, and issuance <br />of grant offers by the FAA. These steps are described in the following <br />paragraphs and sample forms and application documents are also provided in <br />Appendix 1. A flow chart (Figure 1) has been prepared showing the normal <br />sequence of events that takes place in the planning process for both the <br />sponsor and the FAA. <br />21. PREAPPLICATION CONFERENCES. The prospective sponsor for a planning <br />grant should contact the FAA field office serving the sponsor's locality <br />prior to the preparation of a grant application so that the FAA personnel, <br />can provide advice on project eligibility and application requirements. Also, <br />the planning needs of the airport or planning area should be discussed for <br />purposes of structuring the study work program. Thereafter, the sponsor <br />should confer with the FAA during preparation of the application to insure <br />that the documentation includes all necessary information and that the work <br />program and budget are considered reasonable. It is advisable that sponsors <br />initiate project coordination, as described in paragraph 48, at this time. <br />22. APPLICATION FORM. An application for a planning grant is made on <br />Standard Form 424, Federal Assistance, and FAA Form 5100-101, Application <br />for Federal Assistance (Nonconstruction Programs), Parts II, III, IV, and V. <br />These forms may be obtained from the nearest FAA airports field office which <br />can also assist in their preparation. An original and two copies of the <br />application should be returned to the FAA. A sample application is shown in <br />Appendix 1, Exhibit 1. <br />23. SPONSOR INFORMATION (SF 424). Instructions for completion of SF 424 are <br />provided on the back of the form. The sponsor is requested to complete <br />Sections I and II of the form. <br />a. Applicant/Recipient Data - Section I. Fill out this part as <br />indicated on the back of the form. The Federal Catalog No. for PGP is <br />20.103 and should be typed in the space reserved for Item 6.a. The title, <br />Item 6.b., is Planning Grant Program. Item 7 is either airport system <br />planning study with the location of the study area or airport master planning <br />study with the name of the airport, city, and state. All other items are <br />self-explanatory. In the case of an application with more than one sponsor, <br />only one cosponsor needs to complete the entire application. All other <br />cosponsors should complete items 1, 4, 7, and 23 and sign the application <br />form. <br />b. Certification of A-95 Coordination - Section II. The sponsor is <br />required to certify that they have completed all A-95 Clearinghouse <br />coordination and to attach all responses to the application. <br />Chap 2 <br />Par 20 <br />11 <br />
