In order to assure consistency between system planning <br />and master planning, a project for master planning will usually. be approved <br />for a new airport serving a large or medium air traffic hub only if there is <br />in existence an appropriate system plan identifying the need for the airport. <br />However, a master planning grant for an airport serving a large or medium <br />hub may be approved in the absence of an existing system plan if the absence <br />of a system plan is due to failure of the responsible agency to proceed with <br />its development, or an existing system plan is not acceptable. <br />7. DESIGN. ART, AND ARCHITECTURE. Conceptual consideration should be given <br />to design, art, and architecture in the master planning process. Areas where <br />this typically is appropriate include the siting of the airport, any major <br />construction or expansion projects, the access road, and the terminal area <br />plan. Emphasis should be placed on design concepts which complement and <br />support the establishment of functional, efficient, and safe airport <br />facilities while at the same time reflecting local, cultural, and architec- <br />tural heritage values. Documentation of the consideration given (or to be <br />given) to this subject in project planning and development should be included <br />in all environmental impact assessment reports. <br />8.-19.
