1/31/79 AC 150/5900-13 <br />(1) Notification Required. A11 sponsors applying for assistance <br />or proposing substantive modification to an application which has received <br />prior A-95 clearance shall notify both the appropriate state and areawide <br />A-95 clearinghouses before the application will be considered by the FAA. <br />The local FAA field offices can furnish the sponsor with the names and <br />locations of the A-95 clearinghouses. <br />(1) National Capital Region. In the case of applications for <br />planning projects in and around Washington, D.C., a copy of the notification <br />will be sent to the National Capital Planning Commission (NCPC) in addition <br />to the areawide clearinghouse. <br />(ii) Statewide Proiects. In the case of an application for a <br />statewide plan that does not affect areawide or local planning and programs, <br />the notification need be sent only to the state clearinghouse. Involvement <br />of areawide clearinghouses in the review of the application will be at the <br />initiative of the state clearinghouses. <br />(iii) Indian Tribes. Applications from federally recognized <br />Indian tribes are not subject to A-95 requirements; however, voluntary <br />participation is encouraged. The application should be reviewed by the <br />tribal coordinating mechanism as though it were a clearinghouse. <br />(iv) Supplemental PGP Grant Applications. Supplemental <br />applications do not require A-95 notification where there has been no <br />significant change to the scope of work or the area affected. <br />(2) Form of Notification. Many clearinghouses have developed <br />notification instructions and forms. Sponsors should contact their <br />clearinghouses to obtain the information to expedite A-95 review. A-95 <br />coordination may be initiated by two methods, a Notice of Intent or submittal <br />of a complete application. <br />(i) Notice of Intent (NOI). When a sponsor provides <br />project notification with an NOI, the following should be provided: <br />(A) A summary description including type, purpose, general <br />size, estimated cost, beneficiaries, or other characteristics which will <br />enable the clearinghouses to identify agencies or organizations having plans, <br />programs, or projects that may be affected by the proposed PGP project. A <br />map showing the location should be included. <br />(B) The clearinghouse has 30 days to review the NOI and <br />provide comments to the sponsor. <br />(C) If the clearinghouse does not respond within 30 <br />days or raise any issues with the project, the sponsor may proceed to <br />submit the application to the FAA. <br />Chap 2 <br />Par 23 <br />13 <br />
