• <br />5050.4 3/21/80 <br />"This environmental assessment becomes a Federal document when evaluated and <br />signed by the responsible FAA official. <br />Responsible FAA Official <br />Date": <br />b. Purpose and Need. Thie section shall identify the problem,'the- " <br />requested Federal action, and the timeframe for such action. Relevant <br />statistical information supporting the fact that a problem exists shall either <br />be included here or appended. Current and projected activity statistics <br />shall be provided. <br />c. Alternatives (Including Proposed Action). <br />(1) The CEQ Regulations include specific directions on the <br />consideration of alternatives. While these directions are concerned with <br />the environmental impact statement, they are also applicable to an environ- <br />mental assessment, although in less finished detail than in an environmental <br />impact statement. Applicable CEQ sections are: <br />(a) Section 1502.1. The environmental impact statement <br />"...shall inform decisionmakers and the public of the reasonable alternatives <br />which would avoid or minimize adverse impacts or enhance the quality of the <br />human environment." <br />(b) Section 1502.2(e). "The range of alternatives discussed <br />in environmental impact statements shall encompass those to be considered by <br />the ultimate agency decisionmaker." <br />(c) Section 1502.14. The environmental impact statement <br />"...should present the environmental impacts of the proposal and the <br />alternatives in comparative form, thus sharply defining the issues and providing <br />a clear basis for choice among options by the decisionmaker and the public." <br />(d) Section 1502.14(a). Agencies shall "Rigorously explore and <br />objectively evaluate all reasonable alternatives, and for alternatives which <br />were eliminated from detailed study, briefly discuss the reasons for their <br />having been eliminated." <br />(e) Section 1502.14(b). Agencies shall "Devote substantial <br />treatment to each alternative considered in detail including the proposed <br />action so that reviewers may evaluate their comparative merits." <br />(f) Section 1502.14(c). Agencies shall "Include reasonable <br />alternatives not within the jurisdiction of the lead agency." <br />of no action." <br />Page 26 <br />(g) Section 1502.14(d).
