3/21/80 5050. 4 <br />(h) Section 1502.14(f). Agencies shall "Include appropriate <br />mitigation measures not already included in the proposed action or alternatives." <br />(2) The FAA responsible official shall apply the above CEQ <br />directions and shall judge whether the alternatives -put forward by the <br />sponsor are sufficient -for the environmental assessment. The range of <br />alternatives considered shall be commensurate with the identified problem <br />and the anticipated°impacts. In any case, the no action alternative shall be <br />considered. Low capital or noncapital alternatives such as the development <br />and upgrading of reliever/satellite airports, the establishment of quotas, and <br />the use of pricing systems shall be considered for proposed actions involving <br />the addition of airfield capacity to high activity air carrier airports where <br />there exists one or more of the following constraints --safety, airspace limita- <br />tions, land limitations, airport ground access, environmental impacts, <br />financial limitations, political constraints. <br />(3) The Alternatives section of the environmental assessment <br />shall include: <br />(a) A list of alternatives considered, including the <br />proposed action, with only enough description to explain them. For each <br />alternative, any connected or cumulative actions shall be included (CEQ <br />1508.25(a)(1) and (2)). <br />(b) Identification of the sponsor's proposed action if one <br />has been chosen. <br />(c) A concise statement explaining why any initial planning <br />alternatives have been eliminated from study. <br />(d) A listing under each alternative of any areas of potential <br />significant impact or a statement that the alternative has no significant <br />impacts per the threshold analyses performed under paragraph 47e below. The <br />environmental assessment shall indicate whether an alternative is being <br />analyzed on the basis of mitigation measures assumed to be built into it. <br />(e) A listing under each alternative of any applicable Federal, <br />state, or local special purpose laws and regulations and potentially required <br />permits and licenses (reference CEQ 1502.25(a)). <br />(f) Graphics as appropriate to aid in understanding the <br />alternatives. These would be of value in showing alternative runway configure-- <br />tions, for example, although not useful in dealing with alternative <br />transportation modes. <br />d. Affected Environment. CEQ 1502.15 shall be followed, in particular': <br />the sentence in this section which directs that "The descriptions [of the ; <br />affected environment] shall be no longer than is necessary to understand; - <br />effects of the alternatives."
