Examples of such events include the <br />completion of a site selection phase of the study, results of public hearings, <br />delays and adverse conditions that will significantly affect the project <br />schedules, and other important meetings or events that seriously impact on <br />the study. If any Federal assistance or action is needed, this fact should <br />be reported. <br />45. PROJECT CHANGES AND BUDGET REVISIONS. During the course of a project, <br />the need for changing the scope of work or revising the estimated cost of <br />the various budget categories may arise due to circumstances which could not <br />be foreseen at the time of the application. Such revisions may be permitted <br />provided they do not increase the overall cost of the project over and above <br />the amount of the grant. <br />a. The following types of budget revisions require prior written <br />approval from the FAA field office having jurisdiction over the project: <br />(1) The revision results from a change in scope of the project. <br />(2) The revisions involve the transfer of amounts budgeted for <br />indirect costs to absorb increases in direct costs. <br />b. When requesting approval for budget revisions, sponsors shall submit <br />a complete statement of all facts supporting the proposed changes together <br />with the revised budget forms from the grant application. Within 30 days <br />from the date of receipt of this request, FAA field offices will notify the <br />sponsor whether or not the revisions have been approved. If the revision <br />is still under consideration at the end of 30 days, the FAA will inform the <br />sponsor when a decision can be expected. <br />46. EXCESS FEDERAL FUNDS. The sponsor must notify the appropriate FAA field <br />office promptly whenever the amount of authorized Federal funds is expected <br />to exceed the needs of the sponsor by more than $5,000 or five percent of <br />the Federal grant, whichever is greater. <br />47. SUPPLEMENTAL GRANTS. As noted in paragraph 45, planning grants will not <br />be modified to provide additional funds for an increase in the scope of a <br />project. If a sponsor desires to expand the scope of work, and attendant <br />study costs, a new grant application must be submitted to cover additional <br />work items. The new grant application will be processed on a priority basis. <br />It will be subject to the same review as the original application except <br />that the application will not have to go through the A-95 Project Notification <br />and Review System unless the change adds a new dimension to the project. <br />Under these circumstances, the clearinghouses will be notified by the FAA of <br />increases in the cost of the project as a result of the supplemental grant. <br />24 <br />Chap 4 <br />Par 44 <br />
