AC 150/5900-1B
1/31/79
agreement while specifying in writing its position on the unresolved
differences. The notification of acceptance may also specify the status
of FAA actions, completed or pending, with respect to the study. For
example, work elements such as site selection, aviation forecasts, airport
layout plans, draft environmental impact assessment reports, and certain data
used as input to the NASP require specific processing and approval actions
on the part of the FAA. After receipt of FAA acceptance, the sponsor must
submit the final financial and project status reports as specified in
paragraph 61.
c. Sponsors are urged to assure that there be wide distribution and
publicizing of the planning report so that the public is alerted as to what
to expect in airport development over the ensuing years. A "nontechnical
summary report" developed as part of the plan is extremely useful for this
purpose. All local governmental agencies having an interest in airport
development should be provided copies of the complete plan. These agencies
would include all aviation -related agencies at the state and local level,
the individual airlines, general aviation organizations using or which may
use the airport or airport system, and all functional agencies affected by
airport operations and development. These latter agencies include trans-
portation and land -use planning/zoning organizations. Consideration should
be given to placing copies for public viewing at the airport, county/city
court house, and local planning agencies.
d. All original tracings, plans, maps, computerized programs, and
reports which are prepared as the result of planning projects, whether by
force account or under consultant contracts, should become the property of
and be maintained by the sponsor. This will assure that the sponsor is in
the position to update and revise the plan as necessary.
26
Chap 4
Par 49
•
•
