1/31/79 AC 150/5900-1B <br />CHAPTER 7. JOINT PLANNING <br />70. GENERAL. Land use and surface transportation planning cannot effec- <br />tively proceed without giving consideration to long-range airport require- <br />ments and likewise airport planning requires consideration of landside <br />constraints. The logic of planning all transportation systems concurrently, <br />and in a coordinated fashion with other related planning, has led to <br />development of unified work programs. Passage of the Joint Funding <br />Simplification Act of 1974, which allows sponsors to combine resources from <br />several Federal programs in support of projects that have a commonality of <br />purpose, is also indicative of a recognized need for coordination in planning. <br />71. UNIFIED WORK PROGRAM. <br />a. Definition. The Unified Work Program (UWP) is a single document <br />prepared by the local areawide planning agency, e.g., Metropolitan Planning <br />Organization. It identifies all transportation and transportation -related <br />planning activities anticipated within the area on a multi -year basis, <br />regardless of funding source. It is a means of consolidating and formally <br />coordinating all transportation planning activities at the metropolitan <br />level whenever more than one modal planning program is involved. Federal <br />coordination and review of UWP's are accomplished through the U.S. Department <br />of Transportation Intermodal Planning Groups (IPG). <br />b. AQplicability. Where a requirement for a UWP exists, incorporation <br />of proposed system planning work in a UWP is a prerequisite for PGP funding <br />of a metropolitan and/or regional airport system planning and of a <br />continuous airport system planning process (CASPP). Additionally, in those <br />instances where a state directs airport planning activities for a <br />metropolitan area as part of an overall state system planning process, the <br />proposed work for a specific metropolitan area should be included in the UWP. <br />It should be noted that many UWP's will not have an airport planning element <br />since airport system planning is normally appropriate for only the larger <br />urbanized areas. Incorporation of proposed master planning work in a UWP is <br />a prerequisite for PGP funding of master planning studies having areawide <br />significance. This applies even if the UWP does not contain an airport <br />system planning element. The determination of whether or not a master <br />planning effort has areawide significance shall be made by the cognizant A-95 <br />agency in consultation with the sponsor and the agency responsible for <br />preparation of the UWP. The determination of significance or non -significance <br />should be stated in the PGP application, part II, item 5. <br />c. Study Boundaries. The appropriate study boundaries for a <br />metropolitan or regional airport system planning effort may extend beyond <br />the normal UWP study limits of the urbanized area. When the boundaries of <br />the urbanized area and the system planning study boundaries are not the same, <br />the aviation element of the UWP should be expanded to cover the entire study <br />area. <br />Chap 7 <br />Par 70 <br />33 <br />
