AC 150/5900-1B <br />1/31/79 <br />d. Grant Application Program Narrative. For metropolitan and regional <br />system planning studies or for certain master plans, the work program portion <br />of the UWP may be used as the PGP application program narrative. This <br />necessitates development of the UWP in a level of detail sufficient for grant <br />application review. <br />e. FAA Share of Costs. Relevant planning work which cuts across modes <br />is eligible for PGP assistance on a proportional basis. However, the FAA <br />will not fund random items of aviation -related planning work which are not <br />a part of the fabric of a well -structured aviation planning process, within <br />the framework of a continuing transportation planning process. <br />72. JOINT FUNDING PROJECT. The Joint Funding Simplification Act of 1974 <br />allows the combining of PGP resources with other Federal programs, but not <br />necessarily just for transportation planning. The projects, however, should <br />have a commonality of purpose and Federal administration and management of <br />the program is through a lead agency. In the PGP, system planning can be <br />suitable for funding under this joint funding program. Master planning <br />grants generally are not suitable but may be included on a case -by -case basis. <br />Interested sponsors are encouraged to contact the local FAA airports field <br />offices for specific information. Unlike a normal PCP project, all joint <br />funding projects require a preapplication which is usually submitted to the <br />Federal Regional Council (FRC) in the sponsor's region. Requirements for <br />sponsor eligibility, project eligibility, and funding priority are the <br />same as for standard PGP projects. The application should also contain the <br />same level of detail for the work scope and cost information as a standard <br />project. In addition, the sponsor should demonstrate that a relationship <br />exists among the various separate funding programs involved through a <br />commonality of purpose or ability to support a single goal or closely related <br />goals. The project should provide for the development of an airport system <br />plan or be part of a structured continuous airport system planning process. <br />Isolated aviation or aviation -related elements of a Joint funding project will <br />not be funded. <br />73.-79.
