5050. 4 <br />3/21/80 <br />(e) The text of the environmental assessment shall include a <br />description of any mitigation measures existing or planned to minimize noise <br />impacts. If a noise analysis is required, sufficient information shall be <br />presented to permit lay and technical readers to relate the noise level data <br />used to an understanding of its potential effects. The text and graphics <br />shall support"theconclusions reached on noise impacts. The graphics shall <br />include map(s) of the existing airport, proposed airport development, and the <br />airport vicinity. Existing and planned land uses shall be illustrated, <br />including the location of the nearest noise sensitive area(s). The illustra- <br />tions shall be large enough and clear enough to be readily understood. When <br />noise contours are developed, they shall be superimposed on a land use map(s) <br />by prominent, legible lines and be clearly labeled. <br />(f) The above paragraphs refer to Ldn as the methodology to use <br />for noise analysis. An acceptable exception is use of the Community Noise <br />Equivalent Level (CNEL) where required to meet state requirements as in <br />California. The Noise Exposure Forecast (NEE) methodology may also be used in <br />environmental assessments or other analyses begun prior to the effective date <br />of the order. <br />(2) Compatible Land Use. <br />(a) The compatibility of existing and planned land uses in the <br />vicinity of an airport is usually associated with the extent of noise impacts <br />related to that airport. In this context, if the noise analysis described <br />above concludes that there is no significant impact, a similar conclusion <br />usually may be drawn with respect to compatible land use. However, if the <br />proposal would result in other impacts exceeding thresholds of significance <br />which have land use ramifications (for example, disruption of communities, <br />relocation, induced socioeconomic impacts, wetlands, floodplains, coastal <br />zones, critical habitat of endangered or threatened species), the effects on <br />land use shall be analyzed in this context and described accordingly under the <br />appropriate impact category with any necessary cross-references to the <br />Compatible Land Use section to avoid duplication. <br />(b) The Land Use section of the environmental assessment shall <br />include documentation to support the required sponsor's assurance under <br />section 18(a)(4) of the Airport Act that appropriate action, including the <br />adoption of zoning laws, has been or will be taken, to the extent reasonable, <br />to restrict the use of land adjacent to or in the immediate vicinity of the <br />airport to activities and purposes compatible with normal airport operations, <br />including landing and takeoff of aircraft. The assurance must be related to <br />existing and planned land uses. <br />(c) FAA officials shall contact the sponsor and representatives <br />of affected communities to encourage the development of appropriate compatible <br />land use controls early in the project planning stage.
