It is <br />recognized that not all airport sponsors have direct jurisdictional control. <br />However, sponsors are public agencies with a voice in the affairs of the <br />community in which the airport development is undertaken and should be required, <br />as a minimum, to use their best effort to assure proper zoning or other land <br />use controlsnear the airport. Depending on the sponsors' capability, <br />"appropriate action" could range from extension of such influence to <br />acquisition of land in fee. It is the FAA official's responsibility to <br />determine that appropriate action constituting reasonable assurance, has been <br />or will be taken. FAA Advisory Circular 150/5050-6, Airport -Land Use <br />Compatibility Planning, presents guidance for airport sponsors and planners <br />to help achieve compatibility between airports and their environs. <br />(3) Social Impacts. <br />(a) The principal social impacts to be considered are those <br />associated with relocation or other community disruption which may be caused <br />by the proposal. If the proposal will not involve the need to relocate any <br />residence or business; alter surface transportation patterns; divide or disrupt <br />established communities; disrupt orderly, planned development; or create an <br />appreciable change in employment, then no specific analysis is needed and a <br />summary statement to this effect will be sufficient in the environmental <br />assessment. <br />(b) If relocation of residences is involved, the provisions of <br />the Uniform Relocation Assistance and Real Property Acquisition Policies Act <br />of 1970 must be met. Sufficient information is needed in the environmental <br />assessment to assure that the relocation can be managed. Such information may <br />need to be obtained from secondary or community sources. If the assessment <br />indicates any insufficiency in available housing or a high degree of contro- <br />versy with respect to availability (reference paragraph 24d), the action shall <br />be construed as having potential significant social impacts and will require <br />additional analysis as indicated in paragraph 85c. For purposes of the <br />environmental assessment, the following information shall be provided. <br />1 Estimate of the numbers of <br />well as the characteristics of the households to <br />income levels, renter or owner, tenure, elderly, <br />2 Impact on the neighborhood <br />relocation is likely to take place. <br />individuals and families as <br />be displaced (e.g., minorities, <br />large families). <br />and housing to which <br />3 Indication of ability to provide adequate relocation <br />housing for the types of families to be displaced.
