graphically to assist in later steps in the development <br />of the airport master plan. Existing estimates of the <br />land values should also be collected. <br />Environmental data should be gathered. The re- <br />sults of existing aircraft noise exposure studies in the <br />vicinity of the airport should be collected. A descrip- <br />tion should be provided for all recreation and conserva- <br />tion activities as they may relate to land uses which <br />could be potentially incompatible with aeronautical <br />activities. Thus, the location of current and planned <br />public parks, recreation areas, wildlife/waterfowl <br />refuges, and historical monuments should be noted <br />and displayed on the area land use map. Data on the <br />ecology of the area should also be obtained. <br />14. Existing Areawide Plans. Current plans <br />which show existing and planned land uses, highways, <br />utilities, schools, hospitals, etc., should be obtained <br />from areawide agencies and transportation planning <br />agencies which have jurisdiction over the area the <br />master plan airport is to serve. This information will <br />be used in later steps of the planning process as related <br />to airport site selection, airport access, consideration <br />of alternatives, and to planned community development <br />and land use patterns. <br />10 <br />15. Laws and Ordinances. Copies of zoning <br />laws, building codes, and other regulations and ordi- <br />nances which may be applicable to the development <br />of an airport master plan should be obtained. Rele- <br />vant State enabling statutes, laws pertaining to emi- <br />nent domain, and interjurisdictional compacts should <br />be researched. <br />16. Financial Resources. In addition to a his- <br />tory of the nature and extent of airport financing, the <br />kinds of airport development financing available <br />within the area to be served by the master plan airport <br />should be noted. The information will be used in the <br />preparation of the airport's financial plan, as described <br />in Chapters 11 through 13. <br />17. Socio-Economic Factors. The collection of <br />socio-economic data for the area to be served by the <br />master plan airport is needed to answer basic ques- <br />tions regarding the type and volume of future airport <br />and aviation activity. <br />Statistics and forecasts of population, economic ac- <br />tivity, land uses, alternate means of transportation, etc., <br />assist in determining the future market potential. <br />Methods of developing aviation demand forecasts from <br />socio-economic data are prescribed in Chapter 2 of <br />this advisory circular. <br />• <br />
