Whereas, the Federal Aviation Administration has <br />developed criteria for comparing aircraft delays with <br />airfield improvements, such criteria has not been es- <br />tablished for other airfield facilities. This should be <br />accomplished on the basis of conditions peculiar to the <br />area which is to be served by the master plan airport. <br />Cost benefit analysis, as described above, should be <br />incorporated in the study of the economic feasibility <br />of improvements proposed in the master plan as de- <br />scribed in Chapter 12. <br />31. Computer Simulation. In the development <br />of master plans for large complicated airports, it will <br />often be beneficial to subject demand/capacity anal- <br />ysis to computer simulation of airfield and terminal <br />area operations. There is a growing interest in this <br />technique on the part of planners because it reduces <br />greatly the time in which demand/capacity analysis <br />18 <br />can be accomplished and thus a number of alternative <br />solutions to airport configuration and terminal area <br />concept problems can be expeditiously studied. Past <br />simulations have explored airfield configurations, <br />taxiway complexes, terminal building flows, and, in <br />some cases, simulations have encompassed airport <br />movements from curb space to aircraft flight. <br />In deciding whether computer simulation should be <br />applied to an airport master plan project, the planner <br />should study the latest simulation projects to see if <br />they are adaptable to his effort and should weigh <br />carefully the cost of simulation with the overall esti- <br />mated cost of the master plan effort. As stated <br />previously in this chapter, demand/capacity studies <br />are analytical in nature and provide a basis for the <br />development of the master plan.
