5050.4 3/21/80 <br />d Control of runoff. <br />e Waste and spoils disposal so as not to contaminate <br />ground and surface water. <br />f Control of use of pesticides, herbicides, and <br />fertilizer. <br />g Maintenance of vegetative buffers to reduce <br />sedimentation and delivery of chemical pollutants to the water body. <br />h Land use controls (Executive Order 11988 directs <br />Federal agencies to take floodplain management into account in evaluating land <br />use plans and to require land and water resource use appropriate to the degree <br />of hazard involved). <br />(d) If the analyses performed in accordance with the preceding <br />paragraph indicate significant impacts on a base floodplain, a statement to <br />this effect shall be included in the environmental assessment. Further <br />analysis appropriate for an environmental impact statement is contained in <br />paragraph 85.1. <br />(e) If the proposed action and reasonable alternatives are <br />within the limits of a base floodplain, this is considered by DOT Order 5650.2 <br />to be a floodplain encroachment. If the proposed action includes relocation <br />housing built or moved to a new site within a base floodplain, this also con- <br />stitutes encroachment. It is not encroachment if the only step being taken in <br />the floodplain is the relocation of persons into existing housing units. In <br />this latter situation, potential occupants shall be advised if the relocation <br />housing is located in a base floodplain and be offered alternative comparable <br />housing at their option. <br />(f) It is DOT policy, in accordance with Executive Order 11988, <br />to avoid where practicable encroachments in base floodplains.by DOT actions. <br />If there is a practicable alternative which solves the problem and avoids the <br />encroachment, this alternative shall become the proposed action. The term <br />"practicable" is defined under Wetlands Impact in paragraph 47e(11)(e) above. <br />If a practicable alternative is put forward as the new proposed action, no <br />further analysis is necessary if the new proposed alternative does not otherwise <br />significantly impact the base floodplain. The environmental assessment shall <br />document that the initial proposed action was eliminated from further study <br />because of base floodplain encroachment. <br />(g) If the proposed action and reasonable alternatives would <br />encroach within the limits of a base floodplain, the following instructions <br />apply: <br />1 The environmental assessment shall indicate briefly why <br />the action is proposed to be located in a floodplain and why there are not <br />considered to be any practicable alternatives outside the base floodplain. <br />Page 50 <br />Chap 5 <br />Par 47 <br />
