3/21/80 5050.4 <br />2 The environmental assessment shall include the map <br />information, analyses, and proposed mitigation measures described under sub- <br />paragraph (c) above and shall also consider any risk to, or resulting from, <br />the airport action in the base floodplain, including long term loss of <br />available flood storage volume. In addition to measures listed under sub- <br />paragraph,.(c), mitigation measures for base floodplain encroachments may <br />include: ;: <br />a Commitments to special flood related design <br />criteria. <br />b Elevation of facilities above base flood level. <br />c Location of nonconforming structures and facilities <br />out of the floodplain. <br />d Minimizing fill in floodplains. <br />3 The environmental assessment shall indicate if the <br />encroachment would result in one or more of the construction or flood related <br />impacts listed below. If so, the encroachment is considered by DOT <br />Order 5650.2 to be a significant encroachment. It is not contemplated that <br />detailed design would be necessary in order to determine whether there is a <br />significant encroachment. (A significant encroachment will require a Federal <br />finding as part of any favorable decision on the action that there is no <br />practicable alternative and that the action conforms to applicable state and/or <br />local floodplain protection standards.) A significant encroachment involves: <br />a A considerable probability of loss of human life. <br />b Likely future damage associated with the <br />encroachment that could be substantial in cost or extent, including interrup- <br />tion of service on or loss of a vital transportation facility. <br />c A notable adverse impact on natural and beneficial <br />floodplain values. <br />4 The environmental assessment shall indicate if the <br />proposed action is in a special flood hazard area designated by the FIA or <br />proposed to be so designated. Special flood hazard areas are shown as zones A <br />or V on Flood Hazard Boundary Maps. Under the Flood Disaster Protection Act of <br />1973, Federal agencies are prohibited from providing financial assistance for <br />acquisition or construction of buildings in areas which have been designated <br />by the FIA as special flood hazard areas for at least one year and which are in <br />communities that are not participating in the national flood insurance program. <br />5 The environmental assessment shall identify any state and <br />local floodplain regulations and standards that must be adhered to, indicate <br />whether the proposed action will conform, and name the state and local agencies' <br />having jurisdiction. <br />Chap 5 <br />Par 47 <br />Page 51 <br />
