5050.4 <br />3 Will not violate the requirements of the Clean Air Act <br />or Clean Water Act; and <br />4 No reasonable alternative exists which permits the <br />action to be consistent with the management program. <br />Such a finding by the Secretary,gf.Commerce shall. become part of the <br />environmental documentation -prior to any approval action. <br />(f) The nature and timing of the requirements related to <br />actions affecting a coastal zone are such that any issues raised should norm- <br />ally be resolved by the sponsor during the environmental assessment process. <br />Successful resolution will usually mean that any impact with respect to an <br />approved coastal zone management program is not significant and no further <br />information is needed. <br />(14) Prime and Unique Farmland. <br />(a) If any farmland is to be converted to other uses as a <br />direct result of the proposed action or induced development, the local office <br />of the USDA shall be contacted to, determine if the farmland is identified as <br />prime or unique. If it is not prime or unique, the contact shall be docu- <br />mented in the environmental assessment; no further analysis is necessary. <br />(b) If prime or unique farmland is to be converted, the <br />environmental assessment shall describe present uses of the farmland, the <br />amount to be converted compared with the total amount of such land in the <br />area, and any proposed mitigation measures. The local USDA office should be <br />asked to review this information and, unless the USDA indicates that the <br />conversion constitutes a potential significant loss, no further assessment is <br />needed except to document the result of the USDA review. <br />(c) If the USDA does indicate a potential significant loss, <br />the instructions in paragraph 85n apply. <br />(15) Energy Supply and Natural Resources. <br />(a) Energy requirements associated with the action fall <br />generally into two categories: <br />1 Those which relate to changed demands for stationary <br />facilities (e.g., airfield lighting and terminal building heating). For <br />purposes of the environmental assessment, the proposal shall be examined to <br />identify any proposed major changes in stationary facilities which would <br />have a measurable effect on local supplies. If there are major changes, power <br />companies or other suppliers of energy shall be contacted to determine if <br />projected demands can be met by existing or planned source facilities. <br />Page,54 <br />Chap 5 <br />Par 47 <br />
