5050.4 3/21/80 <br />(17) Solid Waste Impact. <br />(a) Airport actions which relate only to airfield development <br />(runways, taxiways, and related items) will not normally include any direct <br />relationship to solid waste collection, control, or disposal other than that <br />associated with the construction itself (reference paragraph 47e(18)). <br />(b) Terminal area development may involve circumstances which <br />require consideration of solid waste impacts. Preliminary review should <br />indicate if the projected quantity or type of solid waste generation or method <br />of collection or disposal will be appreciably different than would be the case <br />without the action. If there is an appreciable difference, consultation with <br />local officials shall determine if there is any potential problem with either <br />capacity of available disposal facilities or location which may violate any <br />local, state, or Federal regulations. Special attention shall be given to <br />the control of hazardous waste. <br />(c) Consultation with local officials shall also determine the <br />location of all solid waste disposal facilities within or planned to be within <br />1,500 meters of all runways planned to be used by piston -type aircraft and <br />within 3,000 meters of all runways planned to be used by turbojet aircraft. <br />A preliminary study of disposal sites within the above distances should <br />determine if a potential bird hazard exists and if the affected planned runways <br />need to be modified. (Meters used in lieu of feet per EPA.) <br />(d) The environmental assessment shall document the results of <br />the consultation; the nature of any potential problems, including the siting of <br />runways in the vicinity of active or planned solid waste disposal facilities; <br />and the manner in which waste products will be controlled to comply with any <br />applicable regulations. If it is necessary to explain a problem concerning <br />solid waste system loading resulting from terminal development, an estimate of <br />current and projected quantities of waste production and disposal capacity <br />shall be included. Only if there are significant unresolved issues will addi- <br />tional analysis be needed in an environmental impact statement. <br />(18) Construction Impacts. <br />(a) Specific effects during construction which may create <br />adverse environmental impacts include noise of construction equipment on the <br />site, noise and dust from delivery of materials through residential streets, <br />creation of borrow pits and disposal of spoil, air pollution from burning <br />debris, and water pollution from erosion. The extent to which any of these <br />effects are subject to local, state, or Federal ordinances or regulations shall <br />be discussed as applicable together with measures to be taken to conform with <br />such requirements. <br />(b) In general, impacts during construction are of lesser <br />magnitude than long term impacts of the proposed action.
