To the extent not discussed elsewhere, this item <br />shall include a general description of the type and nature of the construction <br />and measures to be taken to minimize potential adverse effects. As a minimum, <br />reference shall be made to the incorporation in project specifications of the <br />provisions of Advisory Circular 150/5370-7, Airport Construction Controls to <br />Prevent Air and Water Pollution. <br />(c) Only in unusual circumstances, as for example construction <br />in an ecologically sensitive area or construction involving substantial urban <br />effects, would this impact category be considered to create significant conse- <br />quences which may not be adequately mitigated. It is a matter of FAA judgment <br />to determine if such circumstanees exist and require the preparation of an <br />environmental impact statement. <br />f. Environmental Consequences - Other Considerations. To the extent not <br />covered in the Specific Impact Categories under paragraph 47e, the Environmental <br />Consequences section of the environmental assessment shall include discussion <br />of the following: <br />(1) "Possible conflicts between the proposed action and the <br />objectives of Federal, regional, State, and local (and in the case of a <br />reservation, Indian tribe) land use plans, policies and controls for the area <br />concerned" (CEQ 1502.16(c)). If the proposal is not reasonably consistent <br />with plans, goals, policies, or controls that have been adopted for the area <br />in which the airport is located, an environmental impact statement is required. <br />(2) "...[A]ny inconsistency of a proposed action with any approved <br />State or local plan and laws (whether or not federally sanctioned)" (CEQ <br />1506.2(d)). If the proposal is inconsistent with a Federal, state, or local <br />law or administrative determination relating to the environment, an environ- <br />mental impact statement is required. <br />(3) "Means to mitigate adverse environmental impacts..." (CEQ <br />1502.16(h)) which were not included in the Alternatives section and are <br />important in judging the significance of an impact or in supporting a <br />section 16(c)(4) finding that "the proposed action includes all possible steps <br />to minimize any adverse effects." <br />(4) Degree of controversy on environmental grounds. If the proposal <br />is highly controversial with regard to an impact that is determined to be <br />significant according to the thresholds in paragraphs 47e and 85, an environ- <br />mental impact statement is required. Otherwise, no further analysis is needed <br />and a finding of no significant impact may be prepared. <br />g. Preparers. The preparers of an environmental assessment shall be <br />identified, and other information on the preparers per paragraph 87 shall <br />subsequently be made available to the FAA if an environmental impact statement <br />is prepared. <br />Chap 5 <br />Par 47 <br />Page 57 <br />
