additional information pertaining to reloca- <br />tion assistance payments and services can <br />be obtained. <br />(3) If a notice of intent to acquire is furnished <br />an owner, it will also be furnished to his ten- <br />ants within 7 days. <br />(4) If a notice of intent to acquire is furnished <br />a tenant, the owner will be simultaneously <br />notified of such action. <br />b. Notice of Displacement. The Sponsor should <br />serve personally, or by certified or registered first- <br />class mail, return receipt requested, a written notice <br />to each prospective displaced person. <br />(1) Owner -Occupants of More Than 180 Days. <br />At the initiation of negotiations for the par- <br />cel, the owner will be furnished: <br />(a) A written explanation of the eligibil- <br />ity requirements to receive payments <br />for replacement housing, increased in- <br />terest costs, incidental expenses and <br />of the displaced person's option to rent <br />replacement housing unless such ex- <br />planations are adequately covered in <br />the brochure. In addition, the dis- <br />placed person will be provided an ex- <br />planation of the relocation services <br />available and where they may be ob- <br />tained. <br />(b) The brochure. <br />(2) Owner -Occupants of Less Than 180 Days, <br />But Not Less Than 90 Days. At the initia- <br />tion of negotiations for the parcel, the owner <br />will be furnished: <br />(a) A written explanation of the eligibil- <br />ity requirements to receive payments <br />for replacement housing with the op- <br />tion to receive either a downpayment <br />including incidental expenses to pur- <br />chase replacement housing and the <br />matching requirements therefor, or <br />the option to rent replacement hous- <br />ing, unless such explanations are ade- <br />quately covered in the brochure. In <br />addition, the displaced person will be <br />provided an explanation of the reloca- <br />tion services available and where they <br />may be obtained. <br />(b) The brochure. <br />(3) Tenants. Within 7 days after the date of <br />initiation of negotiations for the purchase of <br />the dwelling unit occupied, the tenant will <br />be furnished, either by personal contact or <br />38 <br />certified mail, a written statement which <br />includes: <br />(a) The date of initiation of negotiations <br />for the parcel. <br />(b) An explanation of the eligibility re- <br />quirements to receive a rental supple- <br />ment and of his option to receive a <br />downpayment for the purchase of re- <br />placement housing including inciden- <br />tal expenses and matching require- <br />ments therefor unless such explana- <br />tions are adequately covered in the <br />brochure. In addition, tenants will be <br />provided an explanation of the reloca- <br />tion services available and where they <br />may be obtained. Emphasis will be <br />placed on the fact that eligibilty is <br />not complete until the property is <br />purchased. Each tenant to be relo- <br />cated should be provided a subsequent <br />notice when the Sponsor has control <br />of the property so that he can be as- <br />sured of his eligibility to receive re- <br />location payments. <br />(c) The brochure. <br />(d) If the initial information is given by <br />certified mail as allowed above, there <br />should' be a personal contact with the <br />tenant within 30 days of the initiation <br />of negotiations for the parcel to fur- <br />nish any additional explanations <br />necessary. Such contact should be <br />made prior to the 90-day notice to <br />vacate. <br />(4) Notice of Replacement Amounts. In order <br />to provide a positive understanding by the <br />displaced person, the amount of the replace- <br />ment housing payment to which he is en- <br />titled and the pertinent eligibility require- <br />ments therefor will be furnished the displaced <br />person in writing. The amount should be <br />computed in accordance with the appro- <br />priate instructions and will be for a re- <br />placement dwelling unit comparable to that <br />from which he was displaced. It is the Spon- <br />sor's responsiiblity to make available a com- <br />parable replacement dwelling unit and re- <br />locate the displaced person to his original <br />ownership or tenancy status if this is his <br />desire.
