The Sponsor may determine the rental rates of comparable housing by the three com- parable methods, a schedule or an approved alter- nate in accordance with the procedures described in paragraph 92b(2). d. Disbursement of Rental Replacement Hous- ing Payments. The amount of the rental replace- ment housing payment will be paid in a lump sum, except that it will be paid in installments if the displaced person so requests. 97. REPLACEMENT HOUSING PAY- MENTS TO TENANT -OCCUPANT OF NOT LESS THAN 90 DAYS WHO PURCHASES. a. General. A displaced tenant eligible for a rental replacement housing payment under para- graph 96 who elects to purchase a replacement dwelling is eligible to receive an amount, not to ex- . eed $4,000, to enable him to make a downpayment on the purchase of a replacement dwelling includ- ing the expenses incident to such purchase. b. Computation of Payment. The payment will be computed in accordance with the guides de- scribed in paragraph 94b. 98. REPLACEMENT HOUSING PAY- MENTS TO TENANT OF A SLEEPING ROOM OF NOT LESS THAN 90 DAYS. a. General. A displaced tenant of a sleeping room who is eligible for a replacement housing pay- ment in accordance with the guides described in paragraph 96a may receive an amount, not to ex- ceed $4,000, as a rental replacement housing pay- ment or to enable him to make a downpayment on a replacement dwelling in accordance with the following. b. Rental Replacement Housing Payment. (1) The payment, not to exceed $4,000, will be determined by subtracting from the amount which the tenant actually pays or, if lesser, the amount determined by the Sponsor as necessary to rent a comparable sleeping room for the next 4 years the following amount: (a) 48 times the average monthly rental paid by the displaced tenant during the last 3 months. (b) If such average monthly rental is not reasonably equal to market rentals for similar sleeping rooms, the economic rent as established by the Sponsor. (2) The Sponsor's determination of the amount necessary to rent and the disbursement of the rental replacement housing payments will be as described in paragraph 96 c and d. c. Downpayment. The downpayment amount including the expenses incident to purchase of the replacement dwelling is to be computed in accord- ance with the provisions of paragraph 94b. 99-109 RESERVED. 61
