ments, the combined total of which may not ex- ceed $15,000, for the following items: (1) The additional costs necessary to purchase replacement housing as described in subpara- graphs c, d, and e below and in accordance with the principles described in paragraph 92b. (2) An amount as determined to compensate the displaced owner for the loss of favorable fi- nancing on the existing mortgage in the financing of such replacement housing under guides described in paragraph 92c. A con- ventional loan on a mobile home would be the type common to a particular area. This could include a chattel mortgage, conditional sales contract or any instrument where con. tract interest is required to be paid. (3) An amount to reimburse the owner for in- cidental expenses incident to the purchase of such replacement housing under guides outlined in paragraph 92d. In addition to those items listed, the incidental expenses may include items such as licenses, transportation, and set-up costs. b. Rent Supplement. A displaced owner -occupant of a mobile home eligible for a replacement hous- ing payment as described above who elects to rent is eligible for a rent supplement, not to exceed $4,000. Such payments may be computed and dis- bursed in accordance with the methods described in paragraph 96 b, c, and d. c. Acquisition of Mobile Home and Site. The owner -occupant may be reimbursed for the follow- ing: (1) A replacement housing payment will be the amount, if any, when added to the amount for which the Sponsor acquired the displaced person's mobile home and site, equals the lesser of: (a) The amount the owner is required to pay for a decent, safe, and sanitary conventional dwelling or a decent, safe, and sanitary replacement mobile home and site; or (b) The amount determined by the Spon- sor as necessary to purchase a com- parable mobile home and site in ac- cordance with the guides outlined in paragraph 92b. (2) If the owner elects to rent, the rental replace- ment housing payment will be 48 times the monthly difference between the economic 66 rent of the subject mobile home and site and the lesser of : (a) The actual rent paid for the replace- ment mobile home and site; or (b) The amount the Sponsor has deter- mined as necessary to rent a compar- able mobile home and site. d. Acquisition of Site Only Upon acquisition of the site, but not the mobile home also owned and occupied by the owner of such site, the following optional payments may be made (1) The replacement housing payment will be the amount, if any, when added to the amount for which the Sponsor acquired the owner -occupant's mobile home site equals the lesser of: (a) The amount the owner is required to pay for a comparable site; or (b) The amount determined by the Spon- sor as necessary to purchase a com- parable mobile home site. (c) In addition, if the displaced person's mobile home is not decent, safe, and sanitary and can be moved but can- not be acquired under State law, he is entitled to all replacement housing payments as if the mobile home were being acquired. The amount deter- mined by the Sponsor as the trade-in value of the displaced person's mobile home on a comparable mobile home will be used instead of "acquisition cost." To be eligi )le for the replace- ment housing payment, the displaced person must relocate to a decent, safe, and sanitary mobile home or other living unit; hoWever, the mobile home remains the property of the displaced person. (d) If the displaced poison's mobile home cannot be acquired under State law and cannot be moved without sub- stantial damage or unreasonable cost, he is entitled to al replacement hous- ing payments as ' the mobile home were being acquired. The amount de- termined by the Sponsor as salvage value of the mo'billle home will be used instead of "acquisition cost." If a mobile home is personal prop- erty, is decent, safe, and sanitary, and can be moved but cannot be acquired (e) • Ns- c 1
