and estimated salvage value or demolition cost for <br />inclusion in the construction bid proposal. It is pre- <br />ferred this work be shown as a separate or special <br />item in the bid proposal. Even though included in <br />a regular item, such as clearing and grubbing, a plus <br />or minus bid should be shown for each structure to <br />be included in the contract. Again, this is the only <br />manner in which the Sponsor can be reasonably <br />certain credit is received for salvage value of the <br />buildings. It will also assist in analysis of bids prior <br />to award of contract. <br />136. RODENT AND PEST CONTROL. On <br />all ADAP/FAAP projects, the Sponsor should de- <br />termine if conditions are such that rodent and pest <br />control measures are necessary. This action should <br />not be necessary on rural projects unless they con- <br />tain a substantial number of buildings, garbage <br />dumps, landfills, etc. <br />a. Inspection. If the project inspection indicates <br />that rodent and pest control is desirable, action <br />should be taken to eliminate the rodents and pests <br />prior to the demolition or removal of the improve- <br />ments located within the project area. Where an <br />inspection is required, the files of the Sponsor should <br />contain documentation of the inspection and the <br />decision as to whether or not extermination is nec- <br />essary. The participation of other interested <br />agencies such as State, county, or city health de- <br />partments is highly desirable and should be re- <br />quested. <br />b. Procedures. The Sponsor should submit its <br />proposed procedures for accomplishing the intent of <br />this paragraph to the FAA for review and approval. <br />This submission should state that the procedures <br />comply with all State and local laws and regulations <br />governing rodent and pet control and the method <br />the Sponsor will use to assure the reasonableness of <br />the costs which will be incurred. <br />
