During the land acquisition processes, the sponsor should <br />accumulate and assemble all papers relating to the acquisition of <br />specific parcels of land and disposal of any improvements thereon. <br />This collective data will be necessary for compiling information to <br />be submitted to FAA and for the audit of claimed land costs. Where <br />practicable, all documents and correspondence pertaining to a <br />particular parcel should be accumulated in a file folder for that <br />particular parcel. This will constitute a chronological record of <br />all events and costs, from inception to the completed land transaction. <br />31. BASIC RECORDS. The following documents and records will be required to <br />support a sponsor's claim for land acquisition costs. <br />a. Identification of the acquired land: <br />(1) Parcel number assigned for the particular ADAP project and <br />shown on the property map (Exhibit A). <br />(2) Acreage. <br />(3) Date acquired. <br />(4) Name of prior owner. <br />(5) Type of conveyance, interest acquired, and recorded: <br />Date Book Page <br />(6) Purchase price or claimed value. <br />(7) Type and value of improvements at date of purchase. <br />(8) Land credits. <br />(9) Appraised value and established just compensation. <br />b. Appraisal reports and evidence of appraisal review. Appraiser's <br />billings must specify the fee charged for each parcel appraised. <br />c. Negotiator's agreement if costs are claimed for negotiator's fees. <br />d. Condemnation documents, where applicable, including petition to <br />condemn, report of commissioners, stipulation, jury verdict and <br />final decree (recorded). <br />Chap 3 <br />Par 30 <br />Page 15 <br />
