J. Ippel expressed concern that the scope seems limited as to what can
actually be done --only a few airports can have increased activity. D.
Daniluk responded that there are different levels of general aviation
coming into MSP and might be moved for different reasons. Also, the
critical issue is what is MAC's demand management strategy and what can
they do. R. Rought suggested that any airport could be designated as a
reliever without being tied into MAC. The study shouldn't be defined by
what MAC can do. In response, Daniluk noted that MAC can do things to
drive general aviation away. L. Thompson questioned if this study would
look at the distribution of aircraft between relievers --the City of St.
Paul is looking to relieve Holman field. Also, would like the study to
look at if the military can be moved, and what would that do to Holman
field.
N. Finney asked for the definition of general aviation for the purposes of
this study. MAC defines general aviation as anything that isn't scheduled
air service or military operations. The 18Z number used includes
charters, Federal Express, etc. Daniluk responded that this study is not
looking at charters, larger carriers or anything that borders scheduled
service. This study will look at Part 135 carriers, corporates and small
aircraft.
Case reviewed a series of maps which describes the regional system and
added that by the next meeting some of the inventory data should be
available from AvPlan. Referring to map showing search areas, V. Harris
clarified that Carver County has decided that if an airport is to be built,
it would be a minor airport --small size with no jet aircraft.
Several task force members questioned if noise impacts will be examined.
Daniluk responded that noise will be viewed as a constraint on system
analysis. Case added that as each master plan is updated, ways to meet
projected demand will be examined, and will include noise contours.
VII. Next Heetin? Date
The next meeting will be held sometime in mid -August. At that meeting,
forecasts and inventory data should be available. The meeting will be
scheduled at a reliever airport.
VIII. Adjournment
Being no further business, the meeting was adjourned at 10:55 a.m.
cafrelvr
