Operate at 60 percent capacity, or have operated at such a level prior to <br />being relieved by one or more reliever airports, or be subject to <br />restrictions that limit activity that would otherwise reach 60 percent of <br />capacity <br />The reliever airport should provide substantial capacity or instrument training <br />relief, as evidenced by: <br />An activity level of at least 50 based aircr ft, 25,000 annual itinerant <br />operations, or 35,000 annual local operations // <br />The installation or proposed installation of a precision instrument landing <br />system when the FAA Regional Director has determined that the airport <br />is a desirable location for instrument training activity <br />Ideally, the reliever airport should be in the same MSA as the relieved airport. <br />If this is not possible, the reliever airport should at least accommodate activity <br />levels, as identified above, from the MSA served by the relieved airport. <br />Within the Metropolitan Council region, MSP qualifies as a "relieved" airport. <br />The existing reliever airports are located in the Minneapolis -St. Paul MSA and have <br />sufficient numbers of based aircraft to maintain their roles as reliever airports. <br />The primary objectives of the Regional System Reliever Airports Study are to <br />determine the facility improvements necessary at existing reliever system airports to <br />enhance their reliever roles and to determine if additional relievers are necessary to <br />meet the region's 20-year aviation needs. <br />2. REGIONAL AVIATION FRAMEWORK <br />The Aviation environment in the Minneapolis -St. Paul area is shaped primarily <br />by policies, procedures, and development actions of the Metropolitan Council and <br />the Metropolitan Airports Commission. A portion of the framework is created by <br />the Aviation Chapter of the Metropolitan Council's Development Guide/Policy Plan. <br />Both the Metropolitan Council and the Metropolitan Airports Commission have <br />undertaken planning efforts related to the regional reliever airports system. <br />1/ For new airports or for those with major scheduled improvement, these may be <br />projected activity levels. <br />-4- <br />
