Operate at 60 percent capacity, or have operated at such a level prior to
being relieved by one or more reliever airports, or be subject to
restrictions that limit activity that would otherwise reach 60 percent of
capacity
The reliever airport should provide substantial capacity or instrument training
relief, as evidenced by:
An activity level of at least 50 based aircr ft, 25,000 annual itinerant
operations, or 35,000 annual local operations //
The installation or proposed installation of a precision instrument landing
system when the FAA Regional Director has determined that the airport
is a desirable location for instrument training activity
Ideally, the reliever airport should be in the same MSA as the relieved airport.
If this is not possible, the reliever airport should at least accommodate activity
levels, as identified above, from the MSA served by the relieved airport.
Within the Metropolitan Council region, MSP qualifies as a "relieved" airport.
The existing reliever airports are located in the Minneapolis -St. Paul MSA and have
sufficient numbers of based aircraft to maintain their roles as reliever airports.
The primary objectives of the Regional System Reliever Airports Study are to
determine the facility improvements necessary at existing reliever system airports to
enhance their reliever roles and to determine if additional relievers are necessary to
meet the region's 20-year aviation needs.
2. REGIONAL AVIATION FRAMEWORK
The Aviation environment in the Minneapolis -St. Paul area is shaped primarily
by policies, procedures, and development actions of the Metropolitan Council and
the Metropolitan Airports Commission. A portion of the framework is created by
the Aviation Chapter of the Metropolitan Council's Development Guide/Policy Plan.
Both the Metropolitan Council and the Metropolitan Airports Commission have
undertaken planning efforts related to the regional reliever airports system.
1/ For new airports or for those with major scheduled improvement, these may be
projected activity levels.
-4-
