(1) Metropolitan Council <br />The Metropolitan Council, sponsor of the Regional System Reliever <br />Airports Study, is responsible for coordinating the aviation system and other <br />regional systems with individual city and county comprehensive plans. The <br />Council's aim is to accommodate aviation needs in a manner that contributes to <br />the overall well being of the region's citizens and economy, while staying <br />within the boundaries of the goals and policies presented in the Council's <br />Development Guide/Policy Plan. 1/ This document charts the direction that <br />metropolitan aviation investments are to take through 2003. The Aviation <br />Chapter of the plan is used as a guide for aviation studies, facility projects, <br />implementation programs, and coordination efforts. The chapter includes six <br />sections, which are described below: <br />• Section 1 Lays out a functional classification system for the <br />metropolitan airports system that describes the role of <br />each type of airport. <br />• Section 2 Describes the existing airports system and assesses <br />performance of the 11 airports in it. <br />• Section 3 Provides a development plan for the airports system to <br />the year 2003 based on capacity and forecast demand for <br />services. <br />• Section 4 Describes the aviation planning process for the airports <br />system and details main responsibilities of the various <br />agencies involved. <br />• Section 5 States the Metropolitan Council's goals and policies for <br />the airport system. <br />• Section 6 Gives estimated costs and sources of funding for <br />developing the system, lists steps each agency involved in <br />the process should take to implement the system plan, and <br />describes a process and a timetable. <br />1/ Aviation Development Guide/Policy Plan, Metropolitan Council of the Twin Cities <br />Area, June 1986. <br />-5- <br />
