(2) Inventory Data Forms <br />In the first phase of analyzing the existing aviation system, a primary list <br />of airports to be inventoried was identified. A secondary list was generated to <br />show future or other facilities available for consideration as they relate to the <br />Minneapolis -St. Paul reliever system. These lists were provided by the <br />Metropolitan Council to define the parameters of the reliever system study. <br />Preliminary inventory data were secured through a number of sources, <br />including FAA sectional charts, aviation directories, and FAA 5010 forms. <br />Each airport manager on the Council's inventory list was sent a completed or <br />partially completed data form (see Appendix B). The form requested that any <br />missing data on current and historical landside and airside facilities, financial <br />information, and airport operations be completed. On -site visits were then <br />conducted to verify data and to explore key study issues for each airport. <br />(3) On -Site Visits <br />On -site visits were scheduled via telephone calls made to each airport. <br />When on -site visits were conducted, airport managers and fixed base operators <br />(FBOs) were interviewed to verify data provided on the data forms and to <br />develop an understanding of the environment in which each airport operates. <br />(4) Surveys <br />To augment facilities data with input from actual users of the reliever <br />airport system, two surveys were conducted during the inventory effort. The <br />surveys, discussed in the following sections, targeted the region's transient <br />pilots and owners of registered aircraft. <br />1. Purpose <br />The two surveys were designed to ascertain what facilities and/or <br />services, if any, could divert additional general aviation demand away <br />from MSP to the reliever system. The surveys also sought information on <br />how much demand transfer might take place. <br />I-14 <br />
