Appendix F of the Metropolitan Council's Development Guide/Policy <br />Plan discusses plan objectives and their order of priority: <br />"All factors considered --safety, capacity, needs, economics, cost and <br />consistency with other plans --the best alternative systems deemed capable <br />of meeting the plan objectives are, in order of priority: <br />. Develop new airport in Hennepin County (Search Area A). <br />. Replace Crystal with new airport in Search Area A. <br />• Implement planned development of all existing airports. <br />'The most practical option for meeting the aeronautical needs of the <br />region is to continue to plan development of a new general aviation <br />airport in the western section of the region. In the long term, such a <br />facility, once operational, might eventually replace the existing Crystal <br />Airport." <br />Search Area A and Carver County are the only two areas currently <br />being actively considered for a new general aviation airport. However, in <br />the past, another site was briefly considered. Hastings is located to the <br />southeast of Minneapolis -St. Paul. Hastings was turned down because no <br />local support for funding were generated and there were difficulties <br />finding a site. <br />3. INVENTORY PROCESS <br />Four methods were used to gather inventory data: review of existing studies, <br />distribution of inventory data forms, on -site visits, and surveys. This combination <br />of methods was necessary due to the diversity of the data required for the Regional <br />System Reliever Airports Study. Existing studies and inventory data forms were <br />used to gather initial data, and the on -site visits were conducted to confirm and <br />expand the data base. Survey efforts, which investigated the opinions and <br />recommendations of the aviation system users, were conducted to provide further <br />study input and data. <br />(1) Existing Studies <br />Appendix A contains a listing of the existing studies reviewed as part of <br />the reliever system study. The existing studies provided important historical <br />data, providing a basis from which to begin the reliever studies inventory <br />efforts. The studies included master plans for many of the system airports, <br />although some of the plans were outdated. <br />I-13 <br />
