• Airport Surveillance Radar fASRI - Approach control radar used to <br />detect and display an aircraft's position in the terminal area. <br />▪ Centerline Lighting System (CIS) - A line of lights that identifies <br />the centerline of a runway. <br />Instrument Anoroach Minimum Reouirements - An instrument <br />approach is a series of predetermined maneuvers for the orderly <br />transfer of an aircraft under instrument flight conditions from the <br />initial approach to a landing, or to a point from which a landing <br />may be made visually. Minimum visibility requirements are used by <br />the FAA to determine and control how low a pilot may descend <br />before the runway end must be visually identified during an <br />instrument landing. These requirements are normally associated with <br />an Instrument Landing System (ILS). <br />Touchdown Zone Li h¢ ting (TDZ) - A lighting system used to identify <br />the area beyond which it is safe to land. <br />These NAVAIDs provide additional capacity at MSP during inclement <br />weather and instrument -assisted landings. The presence of these additional <br />NAVAIDs at MSP is one factor that draws general aviation activity to MSP. <br />From a cost benefit standpoint it is not possible to expect that the reliever <br />airports could duplicate the highly sophisticated level of navigational equipment <br />provided at MSP or that activity levels at the relievers would justify these <br />types of NAVAIDs. The system plan will, however, review appropriate NAVAID <br />upgrades at the relievers that are justified and which may increase reliever <br />utilization. <br />(4) Airport Activity Statistics <br />Statistics used to measure historical and current activity levels in the <br />regional aviation system include: <br />Annual General Aviation Operations - The number of general <br />aviation operations for each of the study airports (equal to total <br />general aviation takeoffs plus total landings) for the years 1984-1988 <br />are shown in Table I-6. <br />Number of Based Aircraft - An aircraft is considered a based <br />aircraft if it is regularly stored at an airport. Based aircraft counts <br />for the study airports, for the years 1984-1989, are shown in Table <br />I-7. <br />I-23 <br />
