. 3®5
DEPARTMENT AERONAUTICS
STATE OFF 4NESOTA
Office Memorandum
TO . Commissioner McCabe
FROM Ray Brown
-DATE: November 12, 1971
SUBJECT: Status of proposed "Anoka Industrial Airport, " November 11, 1971.
An Overall inspection of this site was made on this date, including fairly
accurate measurement of landing strip length and existing obstruction and
approximate measurements of gradient on portions of the field. The strip
is NNW/SSE, 2500' x 150' with overrun at each end of 100'.
The SE end is presently blocked by a high pole line which must be buried
or rerouted if field is to be licensed. With removal of this line, remaining
obstructions at SSE end will be 25:1 measured from end of O.R.
The NNW end presently has 20:1 over trees at about 1/4 mile, but will have
25:1 if one tall tree is topped. It is said this will be done.
Two problems exist: (1) The NNW end is high, giving an approximate
gradient toward the SSE of 8% on the west shoulder and 5% on the east shoulder
for about 300'. This will necessitate considerable grading to get it down to 2%.
(2) The soil is very sandy, and with the removal of topsoil necessary in portions
will probably not support grass. Proponents state that grades will be reduced
to under 2% and that topsoil will be spread over cut areas. There are large
piles of fairly good sandy loam alongside the strip for that purpose.
I met with Mr. Donald Greenberg of the Anoka Industrial Park, Inc., four
other members of the group, Mr. Wm. Gilbert, the proposed operator and
licensee, and Mr. Richard Johnson of the Technical Education Center of Anoka,
which institution is training a class of potential Air Traffic Controllers.
One of the requirements, I was told, was that the trainee, before being
qualified for employment by the FAA must hold a commercial pilot certificate.
The T.E. C. does not intend to conduct flight training, but does intend to
establish classrooms on this airport, if it is built, which of course would
enhance the opportunity for Mr. Gilbert, operating as Anoka Aero, Inc., to
sell the individual trainees flight time.
As of Novembers 1, 1971, the proposed NNW/SSE strip had been plowed, also
a start toward am E/W strip, and a large building area. Some leveling had been dor
but major gradiaag of the steep -gradient areas had not been started.
-1-
