2. MODEL COMMUNITY ORDINANCE FOR AIRCRAFT NOISE <br />In 1983, a model ordinance governing aircraft noise was developed by the <br />Metropolitan Council, the Minnesota Pollution Control Agency, the Minnesota <br />Department of Transportation, the Metropolitan Airports Commission, community <br />representatives and three acoustical consultants. <br />The participants in this effort determined that a performance standard, rather <br />than detailed structural specifications, would be most appropriate and <br />they decided that an interior level of 45 dBA* for residential land uses, <br />specified in terms of the same descriptor used for airport contours (e.g., 45 <br />Ldn for minor airports and 45 Leq for peak -hour operations at MSP), would be a <br />reasonable objective. <br />They also preferred using STC, rather than other single- or multiple -figure <br />ratings, since extensive STC data are available to architects and building code <br />officials. The aim was to require a minimum amount of additional effort and <br />cost for builders and to avoid additional laboratory testing where possible. <br />Thus, while it was recognized that additional laboratory data would be needed, <br />it was determined that the STC rating would still provide the simplest <br />alternative. <br />The model noise attenuation ordinance that came out of this process (see <br />Appendix A) is based upon the noise contour overlay concept and specifies STC <br />values. <br />* See page 40, Appendix C. <br />3 <br />
