3. HOW TO USE THIS GUIDE <br />The following step-by-step process will help the user of this Guide to achieve <br />appropriate structural noise reduction. A sample calculation following the <br />approach described here is included on page 23. <br />STEP 1: LOCATE STRUCTURE IN NOISE ZONE <br />Check with the community to see if the building site is located within an <br />aircraft noise zone. Maps of the various airport noise countours developed by <br />the Metropolitan Council are included in Appendix D. <br />If the structure is located in Noise Zones I or II (at MSP or St. Paul <br />Airport), an analysis by a recognized acoustical specialist more detailed than <br />that provided by this Guide is recommended. If the structure is located in <br />Noise Zones III or IV (at MSP or St. Paul Airport) or Noise Zones A or B at <br />minor airports (Anoka County/Blaine, Lake Elmo, South St. Paul Municipal, <br />Airlake, Flying Cloud and Crystal), this Guide may be used. <br />STEP 2: DETERMINE IF USE IS ACCEPTABLE <br />If building site is within an aircraft noise zone, as determined in Step 1, <br />what do Metropolitan Council guidelines say about acceptable uses? Table 1 <br />shows acceptable land uses. <br />STEP 3: DETERMINE NEEDED NOISE REDUCTION <br />If the use is acceptable, what is the required noise level reduction? Table 2 <br />shows the required noise level reduction for each acceptable land use. <br />
