' Mora Municipal Airport
The City of Mora had previously completed an Environmental Impact
Assessment Report for Airport improvements. In 1982 the planning for
a 75 x 4000' runway 17-35 was undertaken. The planned alignment of
the runway crossed three major peat areas including a sizeable
' wetland. During pre-design studies, it was determined that a savings
of over $300,000 could be realized by shifting the runway 100' to the
east. The preliminary cost estimate and engineering report for the
' preapplication was based on this concept. Airport layout and zoning
plans were revised and a supplemental environmental assessment report
was prepared and approved. Land acquisition was completed by
September.
' STS advised on specific earthwork techniques and design alternatives
for the peat areas. Design documents were prepared and the project
let for a fall 1983 construction start. Surcharge over the peat areas
was left in place for a year. Finish grading and paving of the 4000'
runway and connecting taxiways were completed in 1985.
Fairmont Municipal Airport
The City of Fairmont was awarded a preliminary FAA AIP allocation but
' the City was requested to submit further preliminary planning relative
to scope and cost of proposed project work. Within 45 days beginning
in August 1983, the project scope was defined and cost estimates
' prepared so the City could accept the AIP grant. Design documents
were prepared and bids let in the Spring of 1984. The project
included a new passenger terminal, a crash-fire-rescue building, ramp,
taxiways and auto parking with a project cost of about $900,000..
' Johnson-FOrberg Associates, Ericksen Ellison and Associates and Soil
Testing Services were members of the project team.

va
Van Dusen Air

Van Dusen desired to construct a hangar/office complex to be used as
rental apace for corporate aircraft owners. It was determined that. the
best approach for Van Dusen was a design-build contract. A site plan
layout. was developed and bidding documents prepared for a design-build
proposal. Bids were solicited from four builders, and a contract was
negotiated ,with the selected bidder. The bidding documents essen-
tially defined the project as to location on site, clearances,
interior Buildng.layout (25,000 square foot hangar plus office
space),- maximum 'requirements as to aircraft weight and size, interior
finishes,_etc., in order to get comparable bids. In addition, design
documents were prepared for the aircraft ramp, taxiways and auto
parking areas. This $950,000 project was completed in 1984.
1
