Among the
high priority improvement needs was extension of the primary Runway
15-33 to serve the needs of area business aircraft. We prepared the
environmental assessment for an 1100` extension and widening of the
runway as well as land acquisition. Additional assignments for pre-
liminary engineering and separate preapplications for land acquisition
and the construction work were prepared. A relatively small but well
organized and vocal residents adamantly opposed the planned airport
upgrading. The environmental assessment and public hearing process
specifically addressed their concerns and contained mitigative
measures to implement through the engineering and construction phases.
The runway extension was completed in 1984.
Park Rapids Municipal Airport
The City of Park Rapids desired to initiate development of a new
arrival-departure building, apron expansion, connecting taxiways and
new hangar development. The City commissioned Larson Peterson
Associates as the prime engineer with Merland Otto of Ralph Burke
Associates serving as airport consultant to develop facility
requirements, preliminary cost estimates, preliminary engineering
report and assist with the AIP grant ,application. A unique
consideration of facility requirements for this basic transport
airport is that 3M operates a conference facility near Park Rapids.
They regularly operate two F-27`s and a GII in a tight wave to
transport and pick up conference attendees. The preliminary
engineering report and application was completed within three weeks
enabling the City to proceed with design of the project.
Princeton Municipal Airport
Hakanson Anderson Associates was commissioned by the City to assist
with a legal suit filed by a landowner against the City, the Counties
of Sherburne and Mille Lacs, and the Joint Airport Zoning Board. The
basis of the suit was the development restrictions imposed by the
Airport`s Safety Zone B restrictions. We developed several alterna-
tive concepts for the City which would allow the property to be
developed as a Planned Unit Development while conforming to the
Airport Zoning Ordinance and provided expert witness testimony.
4
