"System Compatibility <br />9. Airport operations and land uses surrounding an airport <br />should be compatible with each other and with the role and <br />function assigned to the airport. Where an incompatibility <br />exists, affected agencies and jurisdictions should develop a <br />program to mitigate the incompatibility in both operations <br />and land use. <br />The guidelines for determining land use compatibility with <br />aircraft noise are presented in Appendix B. <br />State and federal safety standards must be a major <br />consideration in the planning, design, maintenance and <br />operation of air transportation facilities and services. <br />State and federal environmental standards and Metropolitan <br />Council environmental policies (noise, air quality, water <br />quality, etc.) must be major considerations in the planning, <br />design and operation of air transportation projects and <br />facilities. <br />Discussion: These policies emphasize consistency with <br />federal and state environmental and safety standards and <br />guidelines. Compatibility between the airports and other <br />development in the region is an important means of protecting <br />both the environment and the airports system. <br />Safety zoning around airports is also an important means of <br />using land use to protect the airports system, both those on <br />the ground and in the air. Land uses that attract birds may <br />be considered potential safety hazards." <br />"6. SYSTEM PLAN IMPLEMENTATION <br />Metropolitan Council <br />Emphasize its commitment to encourage land use development <br />near metropolitan system airports that is consistent with <br />a safe, noise -compatible and efficient operating <br />environment. <br />Advise state and federal agencies of Council policies on <br />regional aviation system airspace and tall towers; <br />actively review and comment on any proposed obstructions <br />to air navigation within the region; and take such steps <br />as may be necessary to influence permit/licensing <br />procedures and decisions on behalf of adopted Council <br />policies." <br />2-17 <br />
