23) It is recommended that the primary runway be lighted with a
Medium Intensity Runway Lighting (MIRL) system with exit
taxiway lights. The taxiway straight aways should be ._
equipped with retroreflectors. Runway end identifier lights
(REILS) and a visual approach slope indicator (vasi) should
be installed to serve each runway end. A lighted wind cone
and rotating beacon are also recommended. Obstruction
lights should be installed on obstructions which cannot be
removed or alleviated.
24) Sufficient land should be acquired to provide for an ulti-
mate 3300 feet runway and associated approach zones (2400
from each runway end to accommodate MN /DOT A zones in which
development is prohibited. Adequate land area to provide
for building area development must also be acquired. It is
recommended that land be acquired in fee rather than ease-
ments whenever possible.
25) It is recommended that security fencing be installed around
the perimeter of the airfield and building area.
26) As earlier discussed, all based aircraft owners are assumed
to desire hangar space. However, 20% of based aircraft are
expected to either opt for long -term tie downs or be on a
waiting list for new hangar construction. Adequate land
space, however, should be reserved to develop hangar space
for each based aircraft. Hangars should only be developed
as demand warrants it. As earlier discussed, all based
aircraft owners
27) Additional land area should be reserved for hangar develop-
ment beyond this planning period as well as for unantici-
pated demand which may develop due to the lack of available
hangar space at other airports within the region.
28) It is recommended that the ultimate building area provide a
1150 square foot arrival /departure facility with restrooms,
office, pilot /passenger lounge, food and drink dispensers,
pilot briefing facilities, and telephone.
29) Additional land should be reserved to provide parking space
for FBO facilities, the vocational - technical institute, and
individual hangars.
30) Since the City of Ramsey has previously reviewed alternative
sites for airport development it was determined that this
study should address improvement of Gateway North's facili-
ties. Thus, the evaluation of alternatives is limited to
the existing site.
2 -4
