15) The forecast thus projects approximately 24,000 annual <br />operations by 1994 increasing to over 35,000 annual opera- <br />tions by the end of the 20 year planning period. <br />The forecast also assumes that the proportion of itinerant <br />operations will increase as the facilities are improved. By <br />the year 2000 it is reasonable to expect a mix of about 458 <br />itinerant operations and 558 local training and proficiency <br />flights. <br />16) Gateway's designated role within the metropolitan system is <br />as a minor airport serving aircraft weighing less than <br />12,500 pounds. <br />17) The types of aircraft currently using and forecast to use <br />the airport indicate that a Basic Utility runway length is <br />appropriate. This is further substantiated by the need <br />expressed for a 3,300' runway by respondents of the business <br />airport user surveys. <br />As a basic utility airport the facility would serve aircraft <br />in FAA's Airplane Design Group I with wingspans less than 49 <br />feet in Approach Categories A and B (approach speeds less <br />than 121 knots). <br />18) A 16 -34 orientation for the primary runway provides maximum <br />wind coverage (90.38). The desired wind coverage, however, <br />is 958. Since no single runway orientation can attain 958 <br />coverage at Gateway, possible development of a crosswind <br />runway was assessed to achieve a higher wind coverage. The <br />recommended length for a crosswind runway is 808 of the <br />primary runway length or 2600 feet. Preferred orientation <br />would be east -west providing a combined crosswind coverage <br />equal to the present configuration (99.18). <br />19) It is, thus, recommended that a full length parallel and <br />connecting taxiways be developed with initial construction. <br />20) It is recommended, however, that the separation distance be <br />increased to 240 feet to provide lateral clearance for <br />occassional use by aircraft with wingspans greater than 49 <br />feet. <br />21) It is recommended that each runway end be planned for a non - <br />precision approach. <br />22) There is no height limitation zoning plan in effect which <br />protects FAR Part 77 imaginary surfaces. The city has <br />restricted the height of structures throughout the Community <br />to 35 feet maximum height. It is recommended that a height <br />limitation zoning plan and land use safety plan be adopted <br />to protect the planned approach surfaces. <br />2 -3 <br />
