8) If developed as a basic utility airport in accordance with
state and federal criteria, the airport will become a signi-
ficantly more attractive facility for based aircraft owners
in the northwest metropolitan area.
9) The present airport consists of a 2500 L.F. x 135 feet
primary runway, oriented 16 -34 and a crosswind runway
approximately 2365 L.F. x 130' oriented 9/27. The runways
are dirt surfaces with like surfaced taxiways from each
runway to the arrival /departure facilities. The runways are
lighted with a low intensity temporary aviation lighting
system (TALS).
The airport has no terminal navigation aids. The arrival/
departure area includes buildings, tee hangars, fuel service
and tie down area. Four buildings are owned by the Anoka
Vocational Technical Institute.
' 10) That 568 of the pilots surveyed felt that a lighted paved
3,300 L.F. airport was a needed improvement and 208 felt
that a paved 2,800 L.F. airport would be sufficient. The
next closest item pilots felt was needed was fuel and main-
, tenance services with 188 indicating this item as a
priority.
' 11) A survey of local businesses was made from an area including
the Cities of Anoka, Ramsey and Elk River.
' Some of the local businesses in the area which commented
that improvements were needed are United Power Assoc., H &S
Asphalt, Mate Punch & Die Company and Cargill Research Firm.
Government agencies stating interest were Metro Mosquito
Control, Anoka State Hospital and the National Guard.
12) Over 30 aircraft were based at the field within recent years
' including a light twin engine aircraft. As a of mid -1984,
the number of based aircraft as determined by the FBO was
12.
13) Specifically, the four driving factors for growth are long
term assurance to aircraft owners is that the airport will
continue in operation, a paved runway, reasonable and con-
sistent ground services and hangar availability.
14) As shown, by 1995, approximately 35 based aircraft are
forecast increasing to approximately 50 to 60 within the 20
year planning period.
2 -2
