n <br />The Township of Ramsey became a city in 1974 eliminating the <br />' original anticipation of annexation of the Industrial Park <br />and-Airport to the City of Anoka. <br />' The airport from its inception has been licensed as a pri- <br />vate airport with the State of Minnesota. It presently has <br />a FBO who is providing flight school along with fuel <br />service. <br />3.2 Aviation Agencies <br />The Metropolitan Council (MC), is charged with the responsi- <br />bility for developing policies, goals, standards, and pro- <br />grams for the Metropolitan Area's future development. These <br />are stated in the Metropolitan Development Guide, a compre- <br />hensive development guide for all regional systems. <br />The Metropolitan Airports System Plan comprises one chapter <br />in the Guide. The current aviation chapter was adopted by <br />the Council in 1978 superceding the previous 1972 system <br />plan. The chapter is updated from time to time (approxi- <br />mately each five years) to reflect changes which impact <br />aviation demand and consequently aviation policies or pro- <br />grams within the region. The MC has initiated an update in <br />Spring of 1984, which is estimated to be complete in late <br />1985 or early 1986. <br />The Metropolitan Council uses the aviation chapter as a <br />guide in reviewing airport plans and proposals to assure <br />that regional concerns are adequately considered. <br />Other agencies which are involved in airport planning and <br />operations within the metro area include the Federal <br />Aviation Administration (FAA), Minnesota Department of <br />Transportation - Division of Aeronautics, and the Metro- <br />politan Airports Commission (MAC). <br />3.3 Metropolitan Airport System <br />The Twin Cities metropolitan.airport system is comprised of <br />12 airports including Minneapolis -St. Paul International, <br />the only existing or planned air carrier airport in the <br />metro region. The other 11 airports serve general aviation <br />and a limited number of military operations within the <br />region. The MAC owns and operates seven of the area's 12 <br />public use airport facilities. One is owned by a munici- <br />pality and the other four are privately owned public use <br />facilities. <br />3 -2 <br />
