1.0 INTRODUCTION <br />- This draft copy of the Airport Master Plan (AMP) for Gateway <br />North Industrial Airport contains documentation, exhibits, <br />figures, tables and appendices for the purpose of review and <br />comment by the responsible agencies. <br />This planning effort was begun in March, 1984 by the City of <br />Ramsey through the consultants Hakanson Anderson Associates, Inc. <br />and Ralph Burke Associates. The work has been funded by the <br />Minnesota Department of Transportation Aeronautic Division <br />(MN /DOT) and the City of Ramsey on an 80 -208 share, respectively. <br />The A.M.P. has been prepared to meet the requirements of both the <br />Minnesota Department of Transportation and the Federal Aviation <br />Administration (F.A.A.). <br />Those Sections of the report to be completed in the final report <br />are the Airport Layout Plan (ALP) and the Development Cost and <br />Staging. However, the preliminary A.L.P. and Cost Projections <br />are included for review and comment. <br />The Airport Commission chaired by Mr. Jack Ippel held two (2) <br />special public meetings during the study period. <br />A public meeting was held on May 16, 1984 to receive public input <br />into the study. Again on August 22, 1984, a second public <br />meeting was held to advise and take comments on the preliminary <br />airport layout plan and environmental issues. <br />In addition, the Airport Commission invited the landowners whose <br />property is being proposed for acquisition to a regular commis- <br />sion meeting. This meeting was held September 19, 1984. <br />While no federal funds have been committed to this study, the <br />procedures used for this study are in accordance with Federal <br />Aviation Administration Guidelines in Advisory Circulars <br />150/5050 -4, Citizen Participation in Airport Planning, and <br />150/5070 -6, Airport Master Plans. <br />1 -1 <br />
