Sharon Mager - Referred to discussions of acquiring County Rd. #116. <br />1 Commissioner Greenberg stated that the Industrial Park currently <br />owns all that land right now. Commissioner Greenberg stated that <br />' the investors bought this land with the intent of holding it.for <br />industrial development prior to Ramsey becoming a City; after Ramsey <br />became a City, the intent was to still hold the land for industry. <br />' There was no way to hold it without owning it. The land has been <br />a real financial drain on the investors; if it doesn't go public, <br />the airport will be shut down and sold. If you are looking to bring <br />industry in, you have to make concessions; this is not a profit <br />' making deal for the investors. In our State, we do tax industry <br />heavily; in 1965 that 140 acres, as a family farm, was paying $450 <br />in taxes and today that same area pays $400,000 in taxes per year. <br />' There are no residences on that property; that revenue is coming <br />from 10 small businesses. Most of this tax revenue goes to the <br />school district and if these businesses were located just 4 miles <br />' to the west,.those revenues would be going to a different school <br />district. The investors won't get rich off this land; they invested <br />just as a public venture and the books are open to the public and <br />' you would wonder why we were so foolish to hold onto this land. <br />Kim Ippel - How long are the existing runways and why don't you <br />just pave them as they are? <br />' Mr. Koshak replied that the primary runway is 2500' and the crosswind <br />runway is 1800 Mr. Koshak stated that in order to qualify for <br />State and Federal funds, the runway must be 3300' long. This <br />required length will require adjusting the runway to the north and <br />acquiring some land. <br />' Merland Otto stated that the A zone involves 2200' and the first <br />1000' must have clear title and the second 1000' has development <br />restrictions with existing structures being grandfathered in. <br />Ideally, you would have nothing in that first 1000', but it is up <br />to the City whether or not that land will have to be acquired. it <br />is up to the City to develop a zoning ordinance agreeable to Mn /DoT. <br />' Chairman Ippel stated that there are direct and indirect benefits <br />connected with an airport. Direct benefits would be airport payroll, <br />' <br />revenue generated to <br />lease to fixed base <br />the City from tie down and hangar rental and <br />operator. Indirect benefits would be value to <br />City in the form of <br />taxes from the businesses locating here because <br />of the airport. <br />' <br />Chairman Ippel also <br />noted that Commissioner Greenberg was asked to <br />be on the Commission <br />because he is active in the business community, <br />currently serves as <br />Chairman of Ramsey EDC andeit was thought that <br />' <br />his input would be vital. <br />Chairman Ippel noted that Commissioner <br />Greenberg was nominated <br />for Chairman of the Commission and declined <br />' <br />because of the conflict <br />of interest factor. <br />Brenda Bauerkemper - <br />Realize that residences pay such a meager <br />amount in taxes, but <br />if the airport goes municipal you will lose <br />' <br />tax revenues coming <br />in from the businesses and residences city will <br />have to acquire. <br />' RP /May 16, 1984 <br />Public Meeting <br />
