1
Mr. Breu - Statement was made that
the airport
would need subsidies;
'
taxpayers are fed up with subsidizing
something
that does very little
for them. We know our taxes won't
go down if
there is an airport.
You can subsidize until you are broke
and that
is the greatest fear
people have. Are we paying a lot
for the convenience
of a few?
'
We are trying to put an airport on
a piece of
land that is too small.
Commissioner Greenberg pointed out
that larger
airports draw in
'
larger airplanes.
Commissioner Patz reiterated that
the Commission
is studying the
'
Gateway existing site; it is not a
question of
moving the airport
site.
Chairman Ippel stated that flight traffic pattern is controlled
by the fixed base operator; they can be changed.
t Mr. Breu - When you talk of generating revenue for the City, you
have to remember that when you generate revenue you have to have
administration and that is a further drain.
' Chairman Ippel replied that administration would come from the
Airport Commission; actual day to day administration would be
on a lease or contract basis with a fixed base operator.
' Commissioner Greenberg pointed out that if Gateway becomes a
municipal airport, the State provides some funds for maintenance
' and operation.
Chairman Ippel noted that State funding for airport studies and
f ' maintenance of airports is not derived from general revenues; those
funds are derived from special use taxes from airports.
Mr. Breu - Does the State want anything back in return for those
funds other than adherance to ;their standards?
Commissioner Sieber stated that the State is looking for having
' airports available for public use just like highways.
Mr. Breu - Is the State's goal to take business away from the
' International airport?
Mr. Namec replied that taking business away from International is
not the State's goal.
' Merland Otto stated that the local sponsor enters into an operating
agreement.
Chairman Ippel stated that the operating agreement assures that
the site will be available for public use.
' Citizen - Live in Andover and heard from a co- worker that
a select bunch of people in Ramsey are making decisions in order
to lure 3M to Ramsey. I am not a native Minnesotan and the kinds
' of planning and public forums used in this State are excellent;
Minnesotans are spoiled by this open forum type government; in other
states, it happens regardless of the residents. The majority does
' still rule, but you must rule from an informed basis.
AP /May 16, 1984
