Mr. Merland Otto then made a slide presentation. The first
' item showed the Metro Regional System Airaort Plan that was
developed in 1978 depicting publicly owned and operated airport
facilities, this plan recognizes privately owned facilities as
' serving use in the overall system plan but does not assume that
those privately owned facilities will always be there.
C
1
LI,
1
1
Mr. Otto stated that Gateway North is privately owned and
background data on based aircraft is hard to come by. He
presented a slide of historic based aircraft data; 28 based
aircraft in 1979, 33 in 1980 and 12 in 1984. Mr. Otto stated
the decline in based aircraft is due to economic climate and
the fact that Gateway is a less than up to standard facility.
Mr. Otto stated that if Gateway were to become a municipal airport,
the earliest construction could begin would be 1989 and the
facility would be closed during construction. Once the. €acility
is improved, you can expect to see a quick rebound to what the
useage was in 1980. In 1990 -1991, 30 based aircraft are forecasted.
From that point on, Gateway would grow on it's own accord and
according to the regional growth plan, the range is 3 -5%.
Mr. Otto stated that the types of aircraft that would be at
Gateway would be much the same as what is there currently;
there would be more multi- engine planes coming in, but not
until after the improvements are .completed; 10 -12% of the
aircraft would be light twin - engine and the.rest would be single
engine.
Mr. Otto then discussed historic and forecast data on local and
itinerant operations. It estimated that total operations in
1979 was 46,400 and total operations in 1982 was 21,430;
projections through the year 2000 show getting up to 36,000-
40,000 total operations annually, which is comparable to Mora
and Princeton airport useage..
Mr. Otto stated that local business and pilots were surveyed and
there was an overwhelming.response'that paving the runway at
Gateway was top priority, State and Federal criteria is for a
minimum facility that would accommodate a 3300' paved runway and
the State also requires a non precision approach surface.
Mr. Otto then presented an aerial view of the present facility
and surrounding area and stated that the current layout provides
excellent wind coverage.. There is not a lot of layout shifting
that can be done; the facility layout is very restricted by
the railroad tracks, County Road #116 and County Road #56 and
residential area to the north. Three layout alternatives were
explored:
Alternative A ends up requiring 17' of fill in order to attain
a 23' clearance over railroad tracks and 7' of fill in order
to attain 15' clearance over Cty. Rd. #116; this alternative
is very expensive.
Alternative B involves shifting the runway to the north and
relocating Cty. Rd. #116; it does achieve adequate clearances
AP /August 22, 1984
August 22, 1984
