4 <br />t <br />1.0 INTRODUCTION <br />The objective of this Airport Master Plan Study is to evaluate <br />the feasibility and desireability of converting Gateway North <br />Industrial Airport from private ownership to a publicly owned <br />facility. <br />Specific objectives of the overall master plan are: <br />To provide an effective graphic presentation of the ultimate <br />development of the airport and of the anticipated land uses <br />adjacent to the airport. <br />To establish a schedule of priorities and phasing for the <br />various improvements proposed in the plan. <br />To present the pertinent back-up information and data which <br />were essential to the development of the master plan. <br />To describe the various concept alternatives which were <br />considered in the establishment of the overall plan. <br />To provide a concise and descriptive report so that the impact <br />and logic of its recommendations can be clearly understood by <br />the community and by those authorities and public agencies <br />which are charged with the approval, promotion, and funding of <br />the improvements proposed in the Airport Master Plan. <br />This planning effort was begun in March, 1984 by the City of <br />Ramsey through the consultants Hakanson Anderson Associates, Inc. <br />and Ralph Burke Associates. The work has been funded by the <br />Minnesota Department of Transportation, Division of Aeronautics <br />(MN/DOT) and the City of Ramsey on an 80-20% share, respectively. <br />The Master Plan Study has been prepared to meet the requirements <br />of both the Minnesota Department of Transportation and the <br />Federal Aviation Administration (FAA). <br />The Airport Commission chaired by Mr. Jack Ippel held three (3) <br />special public meetings during the study period. <br />A public meeting was held on May 16, 1984 to receive public input <br />into the study. Again on August 22, 1984, a second public <br />meeting was held to advise and take comments on the preliminary <br />airport layout plan and environmental issues. <br />In addition, the Airport Commission invited the landowners whose <br />property is being proposed for acquisition to a regular commis- <br />sion meeting. This meeting was held September 19, 1984. <br />1-1 <br />
