4411.
Chairman I - mere is other regular business to discuss but this public
hearing will certainly be a topic of discussion; cannot say for sure if there
will be a recarmendation made at the special meeting. Keep in mind that this
public hearing was on the airport master plan; the reo:emendation from the
Airport Commission to City Council will regard whether or not to adopt this
airport master plan. Council then will make a decision to adopt the plan, as a
plan; not to start construction. If the plan is adopted and all subsequent
phases of the plan went like clockwork, the earliest construction could begin
would be 1989.
Sharon Mager - How long before the plan goes to Council for adoption?
Chairman Ippel - I really don't know but I hope the Airport Commission's
recarmendation would be on the next regular Council agenda; Council will want
time to review it and doubt they will act on it until October or November.
Commissioner Donovan - Thanked citizens for attending this hearing and raising
important questions. Regarding someone's earlier comment regarding 'too bad it
has gone this far', the citizens should be thankful that it has gone this far.
Important questions have been raised and we do not have the answers to sane of
these questions, i.e., being compensated for not being able to subdivide. I
was pessimistic to an airport but in the last two year process, ny pessimistic
attitude has ganged. I will try to look at the big picture and the benefits
to Ramsey. I live in the northeast pert of Ramsey and realize that to most of
the citizens present the big picture is right outside their windows; I have no
formula for weighing citizen input but I will certainly take it into
consideration.
Commissioner Stauffer - Live close to the runway and aware of low flying
planes. I am very impressed with sane of the people that have approached this
Commission at previous meetings, like small business owners for instance, and
the information I have gained from them. In regards to an earlier carment made
regarding why develop an airport that can't be expanded, I can live with the
present size airplanes being acccauodated at Gateway; I would be very happy
with an airport that cannot be expanded.
Commissioner Greenberg - I agreed to serve on this Commission because of ny
close involvement with the airport since it's inception. I will abstain fran
voting on the reoarmendation because I am so involved with the airport.
Commissioner Larsen - I agreed to serve on the Carmission because of ny broad
experience in project management and my interest in what's best for Ramsey.
Since being appointed to the Commission I moved from Ramsey and offered my
resignation. My resignation was not accepted because it was felt that my
expertise would ruin useful to the Commission; I agreed to remain on the
Commission. mere is a tough decision before us now and more to come.
Commissioner Erickson - The tough decisions are yet to cane. I am a resident
of Ramsey and an airport participant. Our decision cannot be based strictly on
a useage basis; it has to be a benefit to Ramsey, otherwise it does not benefit
the majority. This Commission has to take the opposition into consideration
and weight that against the overall benefit. With any city project there is
August 21, 1985
