23) It is recommended that the primary runway be lighted with a <br />Medium Intensity Runway Lighting (MIRL) system with exit <br />taxiway lights. The taxiway straight aways should be <br />equipped with retroreflectors. Runway end identifier lights <br />(REILS) and a visual approach slope indicator (vasi) should <br />be installed to serve each runway end. A lighted wind cone <br />and rotating beacon are also recommended. Obstruction <br />lights should be installed on obstructions which cannot be <br />removed or alleviated. <br />24) Sufficient land should be acquired to provide for an ulti- <br />mate 3300 feet runway and associated approach zones (2400') <br />from each runway end to accommodate MN/DOT A zones in which <br />development is prohibited. Adequate land area to provide <br />for building area development must also be acquired. It is <br />recommended that land be acquired in fee rather than ease- <br />ments whenever possible. <br />25) It is recommended that security fencing be installed around <br />the perimeter of the airfield and building area. <br />26) All based aircraft owners are assumed to desire hangar <br />space. However, 20% of based aircraft are expected to <br />either opt for long-term tie downs or be on a waiting list <br />for new hangar construction. Adequate land space, however, <br />should be reserved to develop hangar space for each based <br />aircraft. Hangars should only be developed as demand <br />warrants it. <br />27) Additional land area should be reserved for hangar develop- <br />ment beyond this planning period as well as for unantici- <br />pated demand which may develop due to the lack of available <br />hangar space at other airports within the region. <br />28) It is recommended that the ultimate building area provide a <br />1150 square foot arrival/departure facility with restrooms, <br />office, pilot/passenger lounge, food and drink dispensers, <br />pilot briefing facilities, and telephone. <br />29) Additional land should be reserved to provide parking space <br />for FBO facilities, the vocational -technical institute, and <br />individual hangars. <br />30) Since the City of Ramsey has previously reviewed alternative <br />sites for airport development it was determined that this <br />study should address improvement of Gateway North's facili- <br />ties. Thus, the evaluation of alternatives is limited to <br />the existing site. <br />31) The noise levels associated with the forecast activity and <br />mix of aircraft at Gateway is expected to be well within <br />State and Federal guidelines. <br />2-4 <br />
