1 <br />t <br />1 <br />32) Serious consideration must be given to deny any future <br />expansion of the landfill, and to encourage cessation of <br />operations if the airport is acquired and improved. The <br />sanitary landfill is an incompatible land use since it is <br />located within 5000' of the runway. <br />33) State and local permits will be required for development of <br />the airport and for relocation of CSAH 116. Among the <br />possible permits required are: <br />1) Environmental Permit <br />2) Grading and Filling Permit <br />3) Water Supply Permit <br />4) Variance/Conditional Use Permit <br />5) Shoreland Permit (City Ordinance, Pending <br />relating to development adjacent to wetlands) <br />6) Relocation of CSAH 116 - Coordination and <br />approvals - Anoka County <br />7) Wetlands alteration/stormwater discharge - <br />Department of Natural Resources <br />8) Indirect Source - Pollution Control Agency <br />34) The proposed Airport Layout Plan provides adequate land area <br />to meet forecast building area to meet forecast building <br />area space requirements for this 20 year planning period and <br />beyond. <br />All existing buildings being used by the AVTI and all <br />existing aircraft hangars are proposed to be relocated to <br />allow orderly future development of the building area. <br />35) Since airport land is limited, it is recommended that the <br />City emphasize multi -unit storage rather than individual <br />hangar units. This provides for much more efficient use of <br />airport land, provides for a greater revenue base, and ulti- <br />mately, is less expensive to maintain. <br />36) All obstructions and structures in each approach are planned <br />to be removed, relocated or buried. The concrete bin east <br />of the Runway 34 threshold penetrates the 7:1 transition <br />surface, and is planned to be obstruction lighted. <br />Clearances over all roadways and railroads meet and exceed <br />State and Federal criteria. <br />37) A total of approximately 227 acres are proposed to be <br />purchased in fee simple. Clear zone easements are <br />recommended for an additional 0.8 acres. Cooperative <br />agreements will have to be secured for transportation right- <br />of-ways with appropriate agencies. It is also recommended <br />that a roadway right-of-way or easement be obtained allowing <br />for eventual access from C.S.A.H. 116 to the east side of <br />Runway 16-34. <br />2-5 <br />
